The main objective of the project is the implementation of the institutional framework and the provisions of the Code Foncier et Domanial (Private and State-owned Land Code) for the purpose of integrated land management at the local level. <br />

The Advancing Strong Partnerships for Inclusive and Resilient Economic Development (ASPIRE) project is implemented in Somaliland and Puntland with the aim to promote inclusive and resilient economic development, drawing on the Territorial Approach for Local Development. In Somaliland, ASPIRE focuses on Berbera District as a hub for inclusive local econo¬mic development (LED) in the region and as an entry point to address regional income disparities.

Impact.<br />
• LACEP II is working to ensure effective, efficient and participatory development at the local level in Zimbabwe by making sure service delivery by the LAs is more inclusive, gender responsive and pro-poor focused. <br />

Outcomes:<br />
• LACEP II will be working with LAs on their financial management systems to help them to improve on the transparency and clarity of their budgets so as to make them accountable to the public. <br />

This action serves as a reinforcement of the on-going Libya Local Governance and Stabilization Project (LGSP, 2015-2018), funded by the European Union (EU) with the support of the Dutch Ministry of Foreign Affairs and implemented by VNG International and the Centre for Innovative Local Governance (CILG-VNG International).<br />
