The wider objective of the project was to foster stability, democratic practices and economic development by increasing the capacity and accountability of sub-national government.

The specific objectives of LGP was to enhance USAID's assistance to the Government of Tajikistan in implementation of its 2009 Law “On Self-Government Bodies in Towns and Villages”. On the sub-national level, the project aimed to improve local government's capacity in delivering communal services to citizens, particularly clean drinking water.

The expected results of the project are:
Result 1: Strengthened legal enabling environment to support sub-national governance
1.1 Improve national-level policy and legal environment as it pertains to effective and accountable sub-national governance;
1.2 Enhance capacity of national-level institutions and officials charged with implementing sub-national governance reforms.
Result 2: Sub-national government entities are more effective in meeting citizens' needs
2.1 Strengthen the capacity of sub-national government officials to govern more effectively;
2.2 Improve institutional capacity at the sub-national level to budget, procure and manage communal services;
2.3 Increased access to sustainable, safe drinking water at the sub-national level.
Result 3: Increased participation of constituents in sub-national government decision-making and service provision
3.1 Increase participatory decision-making between sub-national governments and citizens;
3.2 Strengthen the capacity of community-based organizations and private enterprises to partner effectively with sub-national government.

A total of 20 jamoats in 10 districts are the recipients of the project assistance at the local level. Six jamoat shahrak and 14 jamoat dehot had been selected based on a range of criteria, including geographic location, demographic, economic and financial situation.
