The aim of the joint pilot programme is to set up innovative projects in distinct urban environments, which aim to test and explore innovative forms of inclusive democratic urban governance in fragile and conflict-affected environments that contribute to reducing or preventing conflicts by tackling pressing social issues in an inclusive and integrated way.

In these settings, the exclusion and unemployment of youth are a lethal cocktail for conflict, instability and radicalization in cities. Innovative forms of inclusive governance are needed to include these youngsters in political decision-making and ensure development and implementation of long-term policies that address the root causes of youth unemployment. By including youth in political decision-making in their cities, and facilitating multi-stakeholder dialogue and policy development, this can contribute to creating development prospects for urban youth and reduce the risks of exclusion, build-up of perceived grievances and incentives for irregular migration.
