The Capacity and Institution Building (CIB) Working Group aims to advance the effectiveness and quality of international policies and programs of local and regional governments and their associations. The CIB achieves its purpose by exchanging knowledge and information, enabling coordination and cooperation among its members and within UCLG.

The priorities of CIB for 2018-2020 are:
1. General information exchange related to policies and programs implemented by CIB members and fostering of coordination among CIB members to avoid overlap and to create synergies
2. Building a common knowledge base and learning community on programming methodologies to contribute to a more effective programme approach
3. Support the implementation of and reporting on international policies
4. Support the development of a shared narrative and building evidence, to feed lobby and advocacy efforts and increase recognition of the role of local government in development cooperation.
5. Alignment and collaboration with UCLG

For 2019 the expected results are:
1. Information exchange
- Outreach and visibility to 35 members and 300 beneficiaries, donor organizations, partner organizations, through newsletter
- Insight in ongoing capacity building programmes of CIB members
- Different communication outings and channels lead to space for coordination of programmes
- Visibility of Local Government Associations in UCLG statutory meetings and UCLG and CIB communication outings

2. Building a knowledge base and learning community
- Frequent opportunities for knowledge sharing and building of knowledge base around topics related to programme management of CIB member organizations
- Structured dialogue on M&E&L developments and joint activities in this domain

3. Implementation of and reporting on international policies
- Larger share of LGAs involved in SDG implementation and reporting
- Large share of LGAs' efforts visible in yearly UCLG report to the HLPF and at the HLPF event
- User-friendly LGA-SDG survey, training modules and other learning materials available for LGAs around the world

4. Shared narrative and evidence building
- Recommendations and guidelines with regard to influencing donors and national governments on implementation of international policies available
