The main objective of the project is the implementation of the institutional framework and the provisions of the Code Foncier et Domanial (Private and State-owned Land Code) for the purpose of integrated land management at the local level.

The specific objectives of this project are about supporting the municipalities in experimenting the envisioned legal framework of the CFD through:
• The set-up of the local land management bodies
• The development, updating and management of land securing tools while taking into account the new legal provisions.
• Stimulate and contribute to a permanent national dialogue to improve the institutional provision.
The project will serve as a pilot to local actors to experiment with the application of the CFD and the institutionalisation of the framework as determined by the CFD to thereby set the example for the nationwide implementation. In fact, the CFD modernizes the legal and institutional framework for land management on the local and national level, e.g. with the introduction of new institutions and mechanisms that differ from the former practice. Hence, it is about supporting the setup of this new legal framework and capacity building of these (new) institutions in charge of land management, involving many stakeholders at local and national level that do not necessarily have similar interests. In addition, the project aims to contribute reflections and lessons learned to the national dialogue for possible improvements of the legal framework to promote sustainable land management at the local level. The national association of municipalities of Benin (ANCB) will play a key role in this knowledge sharing. Furthermore, the target municipalities will be supported in the everyday management of the land securement and land management tools (PFR, RFU, allotment, etc.) to make it sustainable.

To achieve the specific objective, four main results have been formulated:
R1: Clarification and operationalization of the institutions (bodies, provisions, interrelations etc.) provided in the Code Foncier et Domanial at the local level;
R2: The land securement tools (ownership rights, rights related to, conflict resolution, information system etc.) and the assignment of the function of land (PDC, SDAC, plans for the land use, etc.) are in place and operational;
R3: Land transactions are formalized following the new provisions of the CFD;
R4: The ANCB is organised to provide appropriate services to the Municipalities and other local stakeholders regarding land management at the local level.

The expected results of this project have been separated in a way to distinguish some key phases that will lead to the achievement of the main objective of the project :
1. Increased knowledge and awareness on the CFD and land reforms, including land rights for women and vulnerable groups;
2. Development of land securement tools (PFR, RFU, Allotment, …);
3. Continuous updating and managing of land management tools and continuous registering of land transactions, including delegated and usage rights;
4. Continuous (and cross-cutting with the other results) defining and sharing of reflections, capitalisation of experiences and lessons learned.
