ESAP2 is financed through a World Bank (WB) managed Multi-Donor Trust Fund (MDTF) and guided and supervised by a Steering Committee (SC) which includes representatives of the Government of Ethiopia, Civil Society Organizations (CSOs) and Development Partners (DPs). Development partners taking part in the MDTF are: Irish Aid, European Union, DFID, Austrian Development Cooperation, Canadian International Development Agency.
The wider objective of the project is to strengthen the use of social accountability tools, approaches and mechanisms by (a) citizens and citizens groups, (b) civil society organisations, (c) local government officials and (d) service providers as a means to make basic service delivery more equitable, effective, efficient, responsive and accountable.
The specific objectives are:
1. Public basic service providers deliver improved quality public basic services in education, health, agriculture, water and sanitation and rural roads in response to community and citizens needs.
2. Citizens and citizens groups are empowered and increasingly demand for better quality public basic service delivery.
3. Citizens and citizens groups are aware of their responsibilities to plan, budget, implement and monitor basic service delivery.
4. Increased capacity of Civil Society Organisations to empower citizens and citizens groups on the use of social accountability tools, approaches and mechanisms.
The expected results of the project are:
1. A Grant Management scheme is established providing grants to Social Accountability Implementing Partners (SAIPS)
2. A robust Monitoring and Evaluation of Social Accountability practices in Ethiopia is established and a learning initiative created
3. Capacities on Social Accountability are build for all stakeholders, notably (a) citizens and citizens groups, (b) civil society organisations, (c) local government officials and (d) service providers
Intermediate results achieved:
345,000 Ethiopian citizens hold their service providers accountable in the sectors education, health, agriculture, water and sanitation and rural roads;
685 successful training sessions conducted for the target groups;
16,154 representatives of local government and basic service providers implementing the ESAP2 program are trained by SAIPs on SA tools including participatory budget planning and gender mainstreaming
39,872 citizens trained in how to approach service providers;
264 Joint Action Plans, agreed by citizens, service providers and local government representatives were formulated and are being implemented in the 223 ESAP2 targeted local governments to ensure improved basic service delivery.
The following intermediate results were achieved in the education sector:
Additional class rooms built 153
Additional qualified teachers recruited 269
Separate toilets for girls & boys built 67
Drinking water in the school constructed / maintained 46
