The mass influx over the last year, is placing an enormous strain on the already stressed ability of District Local Governments (DLGs) to enhance social and economic development and deliver social services to the people, such as water and sanitation, waste management, health care and education. &lt;br /&gt;<br /> &lt;br /&gt;<br /> The lack of capacity of DLGs, and the replacement of these public entities by humanitarian actors and partners, cannot be seen as a sustainable nor permanent solution for the provision of basic services. Therefore, this project is built on the notion that whilst the traditional humanitarian efforts need to be sustained or even scaled up, it should be complemented by innovative development programmes targeting local governments to address the medium to longer term socio- economic impacts of forced displacement. This is in line with the United Nations&#039; Comprehensive Refugee Response Framework (CRRF), for which Uganda is a pilot country.&lt;br /&gt;<br /> &lt;br /&gt;<br /> The programme aims to strengthen the resilience of local governments, in dealing with the huge impact of refugees within their area, thereby improving the living conditions of both the host communities as well as the (South Sudanese) refugees.&lt;br /&gt;<br /> &lt;br /&gt;<br /> Outcome 1&lt;br /&gt;<br /> Promoting social cohesion between the host communities and the refugees i.e. legitimacy and inclusion: Here the project intends to empower host communities and refugees to better engage with DLGs, throughout the DLGs decision making and planning processes, resulting in a more responsive DLG, thereby allowing the DLGs to better position itself as a reliable local development actor, which is able to balance host community versus refugee support and humanitarian aid versus medium to long term development. &lt;br /&gt;<br /> &lt;br /&gt;<br /> Outcome 2&lt;br /&gt;<br /> Promoting enhanced public service delivery through improved planning, delivery, maintenance, financial management and investments in waste management and food security. Under this outcome the project will work towards enhancing the capacity of DLGs to do sustainable scenario planning and to improve upon its service delivery functions, thereby enhancing its legitimacy, as DLGs will be better able to respond to current and future needs of its citizens, being both host communities and refugees. &lt;br /&gt;<br /> &lt;br /&gt;<br /> Outcome 3&lt;br /&gt;<br /> Promoting Local Economic Development through enhancing economic resilience, circular economy and agriculture. One in every five Ugandans suffer from malnourishment. Food security is one of the biggest challenges facing the country. Various ministries and government institutions are engaged in food security. Local governments also play an important role. It is their task to create an enabling environment for food production in their region. However, many local administrators and local council staff lack the necessary knowledge and skills.&lt;br /&gt;<br /> &lt;br /&gt;<br /> participation&lt;br /&gt;<br /> The LGCP programme in Uganda is working on reinforcing the capacity of 8 local governments and their national organisations. The aim is to enable them to improve the local security of food supplies. Experience with the programme at a local level is spread nationally via the associations. With this approach, the participation of all relevant parties such as farmer cooperatives, NGOs and local council staff is key. If producers and citizens can join&lt;br /&gt;<br /> the discussion on the plans and actions, this increases not only the effectiveness, but also the legitimacy of the administrators.&lt;br /&gt;<br /> &lt;br /&gt;<br /> Aim&lt;br /&gt;<br /> The LGCP Uganda programme wants to contribute to local governments being better able to create the conditions for increased food security.
