The Capacity and Institution Building (CIB) Working Group aims to advance the effectiveness and quality of international policies and programs of local and regional governments and their associations. The CIB achieves its purpose by exchanging knowledge and information, enabling coordination and cooperation among its members and within UCLG. 
 
The priorities of CIB for 2018-2020 are: 
1. General information exchange related to policies and programs implemented by CIB members and fostering of coordination among CIB members to avoid overlap and to create synergies 
2. Building a common knowledge base and learning community on programming methodologies to contribute to a more effective programme approach 
3. Support the implementation of and reporting on international policies 
4. Support the development of a shared narrative and building evidence, to feed lobby and advocacy efforts and increase recognition of the role of local government in development cooperation. 
5. Alignment and collaboration with UCLG 
 
For 2019 the expected results are: 
1. Information exchange 
- Outreach and visibility to 35 members and 300 beneficiaries, donor organizations, partner organizations, through newsletter 
- Insight in ongoing capacity building programmes of CIB members 
- Different communication outings and channels lead to space for coordination of programmes 
- Visibility of Local Government Associations in UCLG statutory meetings and UCLG and CIB communication outings 
 
2. Building a knowledge base and learning community 
- Frequent opportunities for knowledge sharing and building of knowledge base around topics related to programme management of CIB member organizations 
- Structured dialogue on M&E&L developments and joint activities in this domain 
 
3. Implementation of and reporting on international policies 
- Larger share of LGAs involved in SDG implementation and reporting 
- Large share of LGAs' efforts visible in yearly UCLG report to the HLPF and at the HLPF event 
- User-friendly LGA-SDG survey, training modules and other learning materials available for LGAs around the world 
 
4. Shared narrative and evidence building 
- Recommendations and guidelines with regard to influencing donors and national governments on implementation of international policies available

The general scope for the Prize is to reward innovative activities and initiatives that support conflict prevention, peace-building, post-conflict reconstruction and reconciliation. 
The role of local governments worldwide in preventing and resolving conflicts remains underexposed, underestimated and unknown. While international attention for conflict situations is increasing, little attention is given to the local context of such conflicts. Focus is put on national or international measures needed to prevent and resolve conflicts, while local governments are usually at the roots of the conflict, and deal with the consequences directly and on a daily basis: local governments can address causes of the conflict, through education, culture and inclusion. They need to promote social cohesion and dialogue in their communities, in order to work towards peaceful coexistence. Furthermore, in a situation of conflict, local governments are confronted with refugee influxes and with the need to continue to deliver services and facilities amidst the chaos. 
 
Especially in fragile states, local government is usually the only visible form of government to citizens and the only government delivering public services. Even though the challenges and tension that local governments face in such areas are the consequences of broader conflicts that transcend the local situation, local governments can play an important role in stabilizing the situation and preventing escalation. 
 
The specific objectives 
1. To achieve (increased) recognition and visibility for the role of local governments in conflict prevention, peacebuilding, post-conflict reconstruction and reconciliation 
2. To foster and facilitate exchange and learning on innovative approaches by local governments in this field 
 
The expected results of the project are: 
The UCLG Peace Prize is not an end in itself. The Prize has been created to support the further recognition of local governments'' role in peacebuilding and in ensuring exchange and learning between local governments on this issue. Therefore, the activities laid down in this work plan are not only focused on organizing an award ceremony and handing out a prize, but rather have placed the Peace Prize as a central element in broader work programme of policy development, exposure and learning.

1. CIB Working Group goal and objectives 
The Capacity and Institution Building (CIB) Working Group is a technical platform within the World Organization of United Cities and Local Governments (UCLG) for professionals of local government associations (LGAs) and local governments (LG) with substantive programmes in capacity development and decentralized cooperation. The overarching goal of this platform is to be a place of inspiration and encouragement, for sharing information and knowledge on various aspects of development cooperation and is meant to contribute to more effective development cooperation programmes supporting local governments. It also aims to contribute to achieving more attention and recognition for the role that local governments play in development cooperation, within and outside of UCLG. The UCLG CIB Working Group is formally liaised to the political UCLG Committee on Development Cooperation and City Diplomacy and will prepare input for this Committee. 
 
2. Main objectives and priorities of the CIB Working Group in 2016 
 
Objective 1: Contributing to more effective development cooperation 
To foster exchange on programmes implemented by CIB members, developments of interest for the work of CIB members. 
 
Objective 2: Disseminating and improving development cooperation methodologies 
To foster exchange on methodologies of our work to improve the quality of our programming and to learn from each other. 
To stimulate concrete coordination to ensure more effective cooperation and to avoid overlap and duplication between international cooperation programmes of LGs and LGAs. 
 
Objective 3: Contribution to UCLG advocacy instruments 
To give professional advice to UCLG and the UCLG political Committee on Development Cooperation and City Diplomacy (DCCD) to achieve more donor attention for LG development cooperation. 
 
 
3.Secretariat and functioning: In 2016, the CIB Working Group will be financially supported by UCLG, VNG International, Federation of Canadian Municipalities (FCM) and the City of Barcelona.

Despite global progress in fighting poverty there are problems of inequality, climate change, environmental degradation, biodiversity loss, conflict, migration and refugee flows. The need has never been greater to develop to balance prosperity with social well-being and environmental protection. Several international conferences in 2015 set out new global agendas to deal with these challenges. There is global recognition that local governments have a significant role in implementing the agreed agendas with other state and non-state organisations. 
The programme objective is to improve the quality of life of the residents given the inequality and urban poverty we identified in the cities targeted. 
 
The overall expected outcome is that performance of the urban government in the field of inclusiveness, safety, resilience and sustainability has improved which matches with the two following Sustainable Development Goals : make cities and human settlements inclusive, safe, resilient and sustainable (SDG 11) and promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels (SDG 16). 
 
The expected results of the project are 
1) Urban government capacity to govern sustainable development trajectories is characterised by an integrated, multi-level, multi-stakeholder and inclusive governance approach. 
2) The programme has contributed to learning and innovation to support the transition to sustainability at city level 
 
The design of the DEALS programme is modelled on the concept of City Deals. These are agreements between Dutch cities, national government agencies and other stakeholders under the Dutch Urban Agenda that aim to strengthen the growth, innovation, and quality of life in Dutch cities. These all unite cities, central governments, businesses and civil society organisations in innovative arrangements to tackle new urban challenges, such as the energy transition, mitigating and adapting to climate change, and healthy urban living. Ideally the DEALS programme can contribute to the urban governance capacity to participate in similar multi-stakeholder partnerships.

The Department Climate, Energy, Environment and Water (DME) of the Directorate General for International Cooperation (DGIS) of the Ministry of Foreign Affairs uses external expertise in the field of climate, energy, environment, water (including drinking water, sanitation and integrated water), raw materials and food security. Themes such as sustainability (people, planet, profit), international public goods and gender are an integral part of these policy areas. The Facility for the Deployment of External Facility has been established to meet this request for external expertise. The request for professional expertise can come from the DME itself or one of the Ministry's Embassies or Permanent Representations. The expertise is in support to the responsibilities of policy makers and experts within DME or the Embassy. 
 
By being a matchmaker between the Ministry and the expertise requested, the Facility advises on: 
- Operationalization of policy objectives and translation into specific actions and programmes of partner organizations. 
- Operationalisation of the new agenda for aid, trade and investment on the DME thematic programmes. 
- Quality improvement of programmes in the formulation phase via so-called peer reviews. 
- Effective integration of climate and environment in the priority areas of water and food security. 
- Effective integration of gender and governance in programme proposals by DME or its Embassies. 
- How other instruments of the Ministry of Foreign Affairs may be deployed for capacity building in developing countries on the DME priority themes. 
- Monitoring and verification of the achievement of policy objectives. 
- How to compile information and materials with which DME can communicate its results achieved on within its different priority areas. 
 
The project aims at a flexible deployment of medior and senior experts in relevant fields of expertise within the DME policy fields. Experts are readily available and were deployed on a short-term basis in response to specific requests from the Dutch Ministry of Foreign Affairs or one of the Royal Netherlands Embassies, Permanent Missions and Consulate-Generals abroad.

IDEAL (Inclusive Decisions At Local Level) is a programme by VNG International implemented in seven countries facing fragility or conflict: Burundi, Mali, Palestine, Rwanda, Somalia, South Sudan and Uganda. Despite the diverging contexts and topics in the IDEAL programme, we still pursue one common overall objective: Involving citizens in local governance in order for local authorities to better deal with fragility risks.

To guard this objective, each of the seven country programmes is centred around the same three outcomes:
Effective services Local governments offer many services to their citizens. It is important that these services address the most pressing challenges in a community and tackle the problems they are designed to solve.
Inclusive decisions The policies of local governments have a direct impact on the daily lives of citizens. Therefore it is important all citizens can influence the local decision-making process, as well as be consulted
and informed about these decisions. This also extends to local business, civil society organisations and other local institutions in which citizens are represented.
Enabling environment When challenges are too big to be addressed at a local level, local governments need to work together. Through their associations or other mechanisms they can overcome these challenges,
participate in all levels of governance, and defend interests of local communities.

The social contract between citizens and local authorities which follows from inclusive decision-making improves local governance and the quality of basic services. Thereby increasing security, reducing poverty, and leading to sustainable social and economic development.

At country-level, the priorities are the following:
- Burundi: By enhancing citizens' voices in local governance, IDEAL Burundi aspires to improve human
security in 8 local governments, in particular for vulnerable groups such as women and youth.
- Mali: The IDEAL programme in Mali supports five pilot communes in their integrated water resources management. It also supports the national association of municipalities in their lobby efforts to improve the institutional environment.
- Palestinian Territories: The IDEAL programme supports Palestinian municipalities in developing a joint approach with their communities to create job opportunities and to promote prosperity.
- Rwanda: The IDEAL programme supports six growing Rwandan cities in dealing with the challenges brought by rapid urbanisation. By closely involving local citizens in this process, we ensure that their needs are reflected in policies and services developed to address these challenges.
- Somalia: Somaliland is in the early stages of decentralisation. Local governments struggle to be resilient in coping with the impact of climate change and other development challenges. The IDEAL programme supports the Association of Local Government Authorities of Somaliland (ALGASL) to strengthen the voice and capacity of local governments
- South Sudan: The IDEAL programme supports local governments in improving the delivery and accessibility of WASH services, which promotes local development and stabilisation.
- Uganda: In dynamic and volatile Uganda, the voice of citizens becomes increasingly relevant to ensure locally driven development, which is why the IDEAL programme supports six Ugandan local governments and two local government associations in aligning their actions and services to the needs of citizens

Local governments in developing countries play an increasing role in stimulating and facilitating economic and social development. Not only are citizens demanding better government services; central governments are delegating ever more tasks to local governments' duties. One can think of clean streets, clean drinking water, working sewers, a valid title deed registration system, support in setting up businesses. Local administrators are not always well equipped to properly fulfil this role. 
 
The Dutch ministry of Foreign Affairs 2013-2017 international cooperation policy was called 'A world to gain: A New Agenda for Aid, Trade and Investment'. Within that context, the Local Government Capacity Programme (LGCP 2012-2016), mostly financed by the Dutch ministry of Foreign Affairs and implemented by VNG International, aimed to develop the capacity of local governments and local government associations in ten countries and Central America, in order to contribute to sustainable local economic development and the four prioritised themes of the Dutch international cooperation policy: water; security and rule of law; food security; and sexual and reproductive health and rights. 
 
The overall and specific objectives and results of the LGCP Country programmes were: 
 
Benin: Changed policy and practice lead to improved local economic development (LED), specifically in the field of food security, in Benin 
6 municipalities are undertaking action to deliver services on LED 
o Increased capacity of 6 municipalities to create an enabling environment and deliver services on LED 
ANCB is undertaking action to provide better services and represent its members on national level for an improved visibility. 
o Increased capacity of ANCB to act on behalf of its members 
15 municipalities are aware of their role in creating an enabling environment for LED in agriculture. 
o Increased capacity of 15 municipalities to create an enabling environment for LED 
 
Burundi: Improved public services by local governments with respect to family planning and land registration for food security in Burundi 
ABELO is undertaking action that allows to provide services on decentralised land registration, councillors' functioning and family planning to its members 
o Increased capacity of ABELO to deliver services on decentralised land registration, councillor functioning and family planning to its members and organising platforms for exchange 
 
Central America: Improved regional security and conflict prevention policies and practices lead to a more secure Central America 
LGAs in Central America undertake action to influence on regional security policies 
o Increased capacity of the LGAs in Central America to influence on regional security policies 
 
Ghana: Improved policies and practices lead to better sanitation in Ghana. 
* The five participating MMDAs are undertaking action to deliver on sanitation 
* Increased capacity of five Metropolitan, Municipal or District Assemblies (MMDAs) in Ghana to provide basic sanitation services 
 
Mali: Changed national policy in decentralization in the interest of AMM members and improved municipal practices in Mali 
AMM is undertaking action to influence national policy development in the field of decentralization and to provide needs-based services to its members 
o Increased capacity of AMM to effectively influence the national policy development in the field of decentralisation and to deliver needs-based services 
 
Nicaragua: Improved municipal policies and practices in the field of LED (urbanization of lots and housing) and financial management in Nicaragua 
The 13 AMHNH municipalities in Nicaragua are undertaking action that allows for LED (urbanized lots and housing services) 
o Increased capacity of the Association of Nicaraguan Municipalities with a city link with the Netherlands (AMHNH) member municipalities to facilitate and institutionalise LED (urbanization of lots and housing services) 
AMUNIC is undertaking action to provide needs-based services in the fields of LED, food security and financial auditing. 
o Increased capacity of AMUNIC to provide for needs-based services on LED, food security and financial audit 
 
The Palestinian Territories: More employment, more conducive business environment, more overall income in the Palestinian Territories and better living conditions in Rawabi 
Selected grantee municipalities are undertaking action to stimulate LED 
o Increased capacity of selected Palestinian municipalities to enhance, organise and institutionalise LED services 
Rawabi is undertaking action to create an enjoyable living environment 
o Increased capacity of the municipality of Rawabi to create an enjoyable living environment. 
 
Rwanda: Improved public services by local governments with respect to land governance and local economic development in Rwanda 
RALGA is undertaking action that allows to provide services on PPP and land management to its members 
o Increased capacity of RALGA to deliver services on land management and PPP to its members and organising platforms for exchange 
6 pilot districts are undertaking action that allows to participate in PPPs 
o Increased capacity of 6 pilot districts to participate in PPPs 
 
South Africa: Improved economic development and integrated water resource management in South Africa 
12 Local Governments are undertaking action to deliver on LED services 
o Increased capacity of 12 local governments to enhance, organise and institutionalise LED services 
3 Catchment Management Agencies (CMAs) are undertaking action to deliver on their water regulating role at catchment level 
o Increased capacity of three CMAs to deliver on their water regulating role at catchment level 
 
South Sudan: Improved functioning of South Sudanese government institutions to provide sustainable WASH services 
Selected state and county governments are undertaking action to provide sustainable WASH services 
o Increased capacity of selected state and counties to provide sustainable WASH services 
 
Uganda: Improved policies and practices lead to a more food secure Uganda 
Eight Local Governments (LGs) better fulfil their mandates to develop the regulatory and policy environment for food security 
o Increased capacity of eight district, municipal and town council local governments (hereafter referred to as LGs) in Uganda to create an enabling environment and deliver services for improved food security 
UAAU and ULGA are undertaking action to influence food security policies and practices and deliver relevant services to their members 
o Increased capacity of UAAU and ULGA to lobby and advocate for local governments on food security issues as well as to deliver services to their membership 
 
Capacity development is the term we use to denote a process of improving the overall ability of a local government organisation to create value for its inhabitants by adequately executing its core mandates and tasks. Capacity covers awareness and attitude, knowledge and experience, including technical, administrative, managerial, political, and communication skills. The empowerment of local politicians and officials is context-specific, but can mean o.a. increased understanding of their roles and mandates, enhanced political will to collaborate and perform on responsibilities, developed attitudes and skills that make their approaches more inclusive, including systematic consideration of gender equality.
