The CIB achieves its purpose by exchanging knowledge and information, enabling coordination and cooperation among its members and within UCLG.&lt;br /&gt;<br /> &lt;br /&gt;<br /> The priorities of CIB for 2018-2020 are: &lt;br /&gt;<br /> 1. General information exchange related to policies and programs implemented by CIB members and fostering of coordination among CIB members to avoid overlap and to create synergies&lt;br /&gt;<br /> 2. Building a common knowledge base and learning community on programming methodologies to contribute to a more effective programme approach&lt;br /&gt;<br /> 3. Support the implementation of and reporting on international policies&lt;br /&gt;<br /> 4. While international attention for conflict situations is increasing, little attention is given to the local context of such conflicts. Focus is put on national or international measures needed to prevent and resolve conflicts, while local governments are usually at the roots of the conflict, and deal with the consequences directly and on a daily basis: local governments can address causes of the conflict, through education, culture and inclusion. They need to promote social cohesion and dialogue in their communities, in order to work towards peaceful coexistence. Furthermore, in a situation of conflict, local governments are confronted with refugee influxes and with the need to continue to deliver services and facilities amidst the chaos.&lt;br /&gt;<br /> &lt;br /&gt;<br /> Especially in fragile states, local government is usually the only visible form of government to citizens and the only government delivering public services. Even though the challenges and tension that local governments face in such areas are the consequences of broader conflicts that transcend the local situation, local governments can play an important role in stabilizing the situation and preventing escalation.&lt;br /&gt;<br /> &lt;br /&gt;<br /> The specific objectives&lt;br /&gt;<br /> 1. To achieve (increased) recognition and visibility for the role of local governments in conflict prevention, peacebuilding, post-conflict reconstruction and reconciliation&lt;br /&gt;<br /> 2. To foster and facilitate exchange and learning on innovative approaches by local governments in this field&lt;br /&gt;<br /> &lt;br /&gt;<br /> The expected results of the project are: &lt;br /&gt;<br /> The UCLG Peace Prize is not an end in itself. The need has never been greater to develop to balance prosperity with social well-being and environmental protection. Several international conferences in 2015 set out new global agendas to deal with these challenges. There is global recognition that local governments have a significant role in implementing the agreed agendas with other state and non-state organisations.&lt;br /&gt;<br /> The programme objective is to improve the quality of life of the residents given the inequality and urban poverty we identified in the cities targeted. &lt;br /&gt;<br /> &lt;br /&gt;<br /> The overall expected outcome is that performance of the urban government in the field of inclusiveness, safety, resilience and sustainability has improved which matches with the two following Sustainable Development Goals : “make cities and human settlements inclusive, safe, resilient and sustainable” (SDG 11) and “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels” (SDG 16).&lt;br /&gt;<br /> &lt;br /&gt;<br /> The expected results of the project are&lt;br /&gt;<br /> 1) Urban government capacity to govern sustainable development trajectories is characterised by an integrated, multi-level, multi-stakeholder and inclusive governance approach.&lt;br /&gt;<br /> 2) The programme has contributed to learning and innovation to support the transition to sustainability at city level&lt;br /&gt;<br /> &lt;br /&gt;<br /> The design of the DEALS programme is modelled on the concept of City Deals. The Facility for the Deployment of External Facility has been established to meet this request for external expertise. The request for professional expertise can come from the DME itself or one of the Ministry&#039;s Embassies or Permanent Representations. CIB Working Group goal and objectives&lt;br /&gt;<br /> The Capacity and Institution Building (CIB) Working Group is a technical platform within the World Organization of United Cities and Local Governments (UCLG) for professionals of local government associations (LGAs) and local governments (LG) with substantive programmes in development cooperation. &lt;br /&gt;<br /> &lt;br /&gt;<br /> 2. Main objectives and priorities of the CIB Working Group in 2016&lt;br /&gt;<br /> &lt;br /&gt;<br /> Overarching goal: The Capacity and Institution Building (CIB) Working Group aims to advance the effectiveness and quality of international policies and programs of local and regional governments and their associations. The CIB achieves its purpose by exchanging knowledge and information, enabling coordination and cooperation among its members and within UCLG.&lt;br /&gt;<br /> &lt;br /&gt;<br /> The CIB Working Group is a voluntary community of practitioners, members of United Cities and Local Governments (UCLG), who are engaged in international development cooperation. &lt;br /&gt;<br /> &lt;br /&gt;<br /> 1. Despite the diverging contexts and topics in the IDEAL programme, we still pursue one common overall objective: “Involving citizens in local governance in order for local authorities to better deal with fragility risks.<br /><br /> To guard this objective, each of the seven country programmes is centred around the same three outcomes:<br /> Effective services – Local governments offer many services to their citizens. It is important that these services address the most pressing challenges in a community and tackle the problems they are designed to solve.<br /> Inclusive decisions – The policies of local governments have a direct impact on the daily lives of citizens. Therefore it is important all citizens can influence the local decision-making process, as well as be consulted<br /> and informed about these decisions. This also extends to local business, civil society organisations and other local institutions in which citizens are represented.<br /> Enabling environment – When challenges are too big to be addressed at a local level, local governments need to work together. Through their associations or other mechanisms they can overcome these challenges,<br /> participate in all levels of governance, and defend interests of local communities.<br /><br /> The social contract between citizens and local authorities which follows from inclusive decision-making improves local governance and the quality of basic services. Thereby increasing security, reducing poverty, and leading to sustainable social and economic development.<br /><br /> At country-level, the priorities are the following:<br /> - Burundi: By enhancing citizens' voices in local governance, IDEAL Burundi aspires to improve human<br /> security in 8 local governments, in particular for vulnerable groups such as women and youth.<br /> - Mali: The IDEAL programme in Mali supports five pilot communes in their integrated water resources management. It also supports the national association of municipalities in their lobby efforts to improve the institutional environment.<br /> - Palestinian Territories: The IDEAL programme supports Palestinian municipalities in developing a joint approach with their communities to create job opportunities and to promote prosperity.<br /> - Rwanda: The IDEAL programme supports six growing Rwandan cities in dealing with the challenges brought by rapid urbanisation. By closely involving local citizens in this process, we ensure that their needs are reflected in policies and services developed to address these challenges.<br /> - Somalia: Somaliland is in the early stages of decentralisation. Local governments struggle to be resilient in coping with the impact of climate change and other development challenges. Not only are citizens demanding better government services; central governments are delegating ever more tasks to local governments&#039; duties. One can think of clean streets, clean drinking water, working sewers, a valid title deed registration system, support in setting up businesses. Local administrators are not always well equipped to properly fulfil this role. &lt;br /&gt;<br /> &lt;br /&gt;<br /> The Dutch ministry of Foreign Affairs 2013-2017 international cooperation policy was called &#039;A world to gain: A New Agenda for Aid, Trade and Investment&#039;. Within that context, the Local Government Capacity Programme (LGCP 2012-2016), mostly financed by the Dutch ministry of Foreign Affairs and implemented by VNG International, aimed to develop the capacity of local governments and local government associations in ten countries and Central America, in order to contribute to sustainable local economic development and the four prioritised themes of the Dutch international cooperation policy: water; security and rule of law; food security; and sexual and reproductive health and rights.&lt;br /&gt;<br /> &lt;br /&gt;<br /> The overall and specific objectives and results of the LGCP Country programmes were:&lt;br /&gt;<br /> &lt;br /&gt;<br /> Benin: Changed policy and practice lead to improved local economic development (LED), specifically in the field of food security, in Benin&lt;br /&gt;<br /> • 6 municipalities are undertaking action to deliver services on LED&lt;br /&gt;<br /> o Increased capacity of 6 municipalities to create an enabling environment and deliver services on LED&lt;br /&gt;<br /> • ANCB is undertaking action to provide better services and represent its members on national level for an improved visibility. &lt;br /&gt;<br /> o Increased capacity of ANCB to act on behalf of its members&lt;br /&gt;<br /> • 15 municipalities are aware of their role in creating an enabling environment for LED in agriculture.&lt;br /&gt;<br /> o Increased capacity of 15 municipalities to create an enabling environment for LED&lt;br /&gt;<br /> &lt;br /&gt;<br /> Burundi: Improved public services by local governments with respect to family planning and land registration for food security in Burundi&lt;br /&gt;<br /> • ABELO is undertaking action that allows to provide services on decentralised land registration, councillors&#039; functioning and family planning to its members&lt;br /&gt;<br /> o Increased capacity of ABELO to deliver services on decentralised land registration, councillor functioning and family planning to its members and organising platforms for exchange&lt;br /&gt;<br /> &lt;br /&gt;<br /> Central America: Improved regional security and conflict prevention policies and practices lead to a more secure Central America&lt;br /&gt;<br /> • LGAs in Central America undertake action to influence on regional security policies&lt;br /&gt;<br /> o Increased capacity of the LGAs in Central America to influence on regional security policies&lt;br /&gt;<br /> &lt;br /&gt;<br /> Ghana: Improved policies and practices lead to better sanitation in Ghana.&lt;br /&gt;<br /> * The five participating MMDAs are undertaking action to deliver on sanitation&lt;br /&gt;<br /> * Increased capacity of five Metropolitan, Municipal or District Assemblies (MMDAs) in Ghana to provide basic sanitation services&lt;br /&gt;<br /> &lt;br /&gt;<br /> Mali: Changed national policy in decentralization in the interest of AMM members and improved municipal practices in Mali&lt;br /&gt;<br /> • AMM is undertaking action to influence national policy development in the field of decentralization and to provide needs-based services to its members&lt;br /&gt;<br /> o Increased capacity of AMM to effectively influence the national policy development in the field of decentralisation and to deliver needs-based services&lt;br /&gt;<br /> &lt;br /&gt;<br /> Nicaragua: Improved municipal policies and practices in the field of LED (urbanization of lots and housing) and financial management in Nicaragua&lt;br /&gt;<br /> • The 13 AMHNH municipalities in Nicaragua are undertaking action that allows for LED (urbanized lots and housing services)&lt;br /&gt;<br /> o Increased capacity of the Association of Nicaraguan Municipalities with a city link with the Netherlands (AMHNH) member municipalities to facilitate and institutionalise LED (urbanization of lots and housing services)&lt;br /&gt;<br /> • AMUNIC is undertaking action to provide needs-based services in the fields of LED, food security and financial auditing.&lt;br /&gt;<br /> o Increased capacity of AMUNIC to provide for needs-based services on LED, food security and financial audit&lt;br /&gt;<br /> &lt;br /&gt;<br /> The Palestinian Territories: More employment, more conducive business environment, more overall income in the Palestinian Territories and better living conditions in Rawabi&lt;br /&gt;<br /> • Selected grantee municipalities are undertaking action to stimulate LED&lt;br /&gt;<br /> o Increased capacity of selected Palestinian municipalities to enhance, organise and institutionalise LED their mandates to develop the regulatory and policy environment for food security&lt;br /&gt;<br /> o Increased capacity of eight district, municipal and town council local governments (hereafter referred to as LGs) in Uganda to create an enabling environment and deliver services for improved food security&lt;br /&gt;<br /> • UAAU and ULGA are undertaking action to influence food security policies and practices and deliver relevant services to their members&lt;br /&gt;<br /> o Increased capacity of UAAU and ULGA to lobby and advocate for local governments on food security issues as well as to deliver services to their membership&lt;br /&gt;<br /> &lt;br /&gt;<br /> Capacity development is the term we use to denote a process of improving the overall ability of a local government organisation to create value for its inhabitants by adequately executing its core mandates and tasks. Capacity covers awareness and attitude, knowledge and experience, including technical, administrative, managerial, political, and communication skills.
