The Consortium's overall objective is to improve the security and overall stabilization of the intervention zones. This is addressed through inclusive dialogue structures that address drivers of conflict and support social cohesion and through policies that improve the functioning of key state institutions and reinforce state legitimacy. 
 
The overall objective will be supported by the following specific objectives, each in line with the referenced I4S pillar: 
 
1. The objective under Pillar I (Democratic Dialogue Pillar) is to contribute to improved security, stabilization, and social cohesion through promotion of inclusive, dialogue based conflict resolution mechanisms; 
 
2. The objective under Pillar II (Restoration of State Authority) is to contribute to enhanced state-community relations through improved security services performance and raised perception of services within communities. 
 
The consortium will implement activities within Nyiragongo, Rutshuru and Masisi Territories in North Kivu and Aru, Mahagi, Irumu and Djugu Territories in Ituri Province. These seven Territories are identified by I4S and STAREC as priority zones, have undergone extensive study and are home to ongoing activities of the members of the Consortium. A series of activities will take place at the Territorial level whereas others will involve the Chefferie /Secteur and Groupement levels. 
 
The first group of beneficiaries is the three key state security and justice actors targeted for improvement police, justice and administration sectors. All have important and highly visible functions and are instrumental actors in the security apparatus of the state. 
 
The second group of stakeholders includes three forums identified based on their mandate, legitimacy in the eyes of the state and community, ability to address security issues, mitigate conflict, and provide dialogue forums. 
1. The Local Peace Committees Initiatives Locales de Paix (ILPs) will be the principal instrument for community organizing in Ituri. 
2. The Cellule Provinciale d'appui à la Pacification (CPAP) will be the principal instrument for community organizing in North Kivu. 
3. The Conseils de sécurité (CdS) is a decision-making body that operates on all administrative levels in DRC and that comprises representatives from key state and security bodies mainly the PNC, justice, Federal Armed Forces of the DR Congo (FARDC) and local chiefs. It is a forum that aims to bring together all security actors to discuss security concerns coordinate efforts and take decisions. The project will seek to activate and strengthen the functioning of the CdS structure, while also taking steps towards opening the structure to the population through CPAP and ILP. 
 
The third and final group of beneficiaries is the communities themselves who will benefit from improved state services, participation in dialogue forums and associated cohesion-building activities, and the overall process of stabilization and security to which the implementation of the project will contribute.

The programme aims to realize the following long term change: 
Reinforced, inclusive and resilient communities with an empowered civil society, positively influence governance and transparency of decentralized entities; they work together with others (CDM) to resolve conflicts and to assure inclusion of youth, women and marginalized groups; they assure inclusive and equitable access to sustainable livelihoods, especially for youth, women and marginalized groups and they will thus stabilize the intervention zone. 
 
In order to achieve the long term change, the following pathways to outcomes need to be reached: 
1. Communities deal with conflicts without violence and, with support of Civil Society, constructively engage in dialogue with government to contribute to stabilization 
2. Local governments act and behave in such a way that the population develops a positive perception of their performance, services and management of local resources and thereby promote mutual accountability. 
3. Empowered and engaged youth and women have improved their livelihoods through better and more equitable access to resources and opportunities. 
 
Intermediate outcomes towards outcome 2: 
2.1 Strengthened administrations and local security councils at Territory and Chefferie level (with the involvement of the Provincial level) become more inclusive, responsive, transparent and accountable in their decision making, service delivery and management regarding public security and local development. 
2.2 Administrations and local security councils at Territory and Chefferie level (with the involvement of the provincial level) and the population are mutually accountable in the participatory design, budgeting, implementation.

This programme aimed to increase the performance of public administration, police and justice system at local level and to restore the interaction between these state elements and society, among state and non-state institutions, creating a positive development spiral. Enhanced performance contributed to increased confidence in state elements, reinforcing state legitimacy, decreasing popular discontent and diminishing the urge to take the law into one's own hands. This contributed significantly to human security and promoting rule of law in the target regions and contributed to breaking the vicious cycle of conflict. 
 
The programme introduced Cordaid's Performance Based Finance (PBF) approach and supported legitimate governments at local level to enable them to carry out their most essential tasks related to human security, by offering them performance contracts. The institutes were financially rewarded for their performance and achieved the autonomy to spend their gained income in accordance with their own plan of action. 
 
The programme also introduced the VNG approach of 'benchmarking' as another tool for improving performance and for encouraging horizontal cooperation. In benchmarking, the vertical accountability is absent. Instead, the participating units (communes, or police stations, or tribunaux de residence) are interested in learning from each other. With that aim, they collect and share data, compare and analyse them together, not to see who is best, but to see how each of them can learn from the others to further improve performance. 
 
The programme was carried out in the African Great Lakes Region in 6 communes in the provinces Cibitoke and Bujumbura Rural of Burundi and in four territoires in the province of South Kivu of DR Congo. 
 
The achieved results of the project are: 
 
Outcome 1: The involved representatives of the general public, Civil Society Organisations and State institutes at local level jointly defined the main security issues for men and/or women of their respective territoires in DRC or communes in Burundi. 
 
Outcome 2: By the end of the programme period the performance of the involved state and non-state institutions in all intervention zones has increased with at least 30% 
 
Outcome 3: The sense of women's influence in security provision in the intervention zone has considerably improved amongst women and men.
