The overall aim of the action was to support the development of participatory and accountable local governance in Myanmar. This aim was achieved through an innovative and focused approach targeting key stakeholders in TR region. 
 
Specific objective 1: Enhanced capacities of local authorities (LAs) of TR in participatory development planning and accountable financial management processes. 
Specific objective 2: Strengthened active engagement and dialogue between LAs, local civil society (including women and youth) and business associations in ways that fostered public participation, transparency, accountability and communication. 
Specific objective 3: Promoted in-country knowledge of and support for participatory and accountable local governance through development and dissemination of sustainable and innovative models, tools, research and resource materials. 
 
Result 1: Enhanced capacity of LAs in public and municipal administration, participatory development planning and accountable financial management; two functioning training centers and mobile training initiated; linkages strengthened with other LAs. 
Result 2: Increased shared understanding, improved capacity and stronger cooperation between LAs, CSOs and business associations (including women and youth) in participatory and accountable local governance; enhanced capacity and implementation of accountability and transparency mechanisms; improved communication/information between LAs, key stakeholders and the public. 
Result 3: Training materials, research and publications on participatory local governance developed and accessible; local trainers capable of conducting trainings in good local governance; enhanced support for participatory local governance and accountable local democracy in Myanmar. 
 
This project was implemented in cooperation with the Loka Ahlinn Social Development Network (LASDN).

The wider objective of the project is to support and enable poor rural communities to benefit from improved communication and access to local and government services, within the context of the National Community Driven Development Project. 
 
The specific objectives are: 
1. to provide institutional support and technical assistance to the township offices of the Department of Rural Development of Chaungzon, Bilin and Paung townships in Mon State, Shwegyin Township in Bago Region and Tanintharyi township in Tanintharyi Region. 
2. to provide technical assistance to the village and village tract level to familiarize communities with participatory approaches in the process of establishing inclusive village and village tract project development committees. 
 
The expected results of the project are: 
- Training plans developed 
- Township-specific information dissemination and outreach strategy developed 
- 165 community and technical facilitators trained on the community project cycle, gender, social accountability and grievance handling, financial management, procurement, and M&E 
- Technical facilitators trained on sub-project technical design, cost estimation, social safeguards implementation, and construction supervision and management 
- Village tract , village committees and village volunteers trained on the community project cycle, gender, social accountability and grievance handling, financial management, procurement, M&E, sub-project technical design, cost estimation, social safeguards implementation, and construction management and supervision 
- Village Tract Development Plans (VTDPs) completed in all four townships in accordance with the provisions of the Operations Manual 
- Village tract sub-committee trained on finance 
- Social audits of satisfactory quality completed in all village tracts in all townships

The wider objective of the project is Improved municipal governance and service delivery in Myanmar 
 
The specific objective: Improved functioning of DAOs at township and state/region level in Chin State and Tanintharyi Region. 
 
The expected results of the project are: 
Oc(1) strengthened capacities of township DAOs/DACs in planning, budgeting and revenue generation. 
Oc(2): Improved ability of township DAOs/DACs to deliver quality services for priority areas. 
Oc(3): Enhanced access to information, accountability and transparency of township DAOs/DACs towards CSOs, local businesses and urban residents 
Oc(4): Increased capacity of S/R DAOs to support the functioning of township DAOs, and to share emerging knowledge of good municipal governance countrywide.
